Put income, archer and infantry discount princess on starting buildings. Build both infantry and machine guns from there the whole level.
Advance all generals expect one east. Leave one of your weaker generals and regular units to take care of the units in the sea. I left Catherine. Once sea is clear advance units north to take the inland stables and range on the coast and battle with more enemy coming.
Your general group advance east capture the buildings and kill the armored car general. Put income princess on the objective building. Destroy the cannon tower and advance north to capture the factory. Destroy the two bottom cannon towers and kill Heihachiro. Capture the buildings inside and leave your artillery generals to destroy the fort. Along with units from the sea capture the buildings on the coast. Advance to capture the stable and kill machine gun general on the island.
The machine gun general on the island has logostics skill so leave regular units out of its range.
