I have many problems related to the game. Since they are a lot in numbers I will ask them one by one. First: When street fighting ability works? When defending a city or attacking a city or in both cases?

I can't test it (not on my device) but when I played, I had Bock. He got extra damage when placed on a City. I don't know if it works when attacking, sorry. Probably not, as other such abilities require you to be on it, not the enemy. (would be nice if they buffed such a skill though)

Suppose a general has street fighting ability when defending it (attacking enemy while being inside the city on his turn) or attacking enemy troops which are in the city.

As I said, I doubt it works if you are not in the city, but enemy is. However, it DOES work as long as your street fighting general is inside the city. If you want confirmation that you can't use it without being on city ground, you will have to wait for others. Any other questions? Hopefully I can help better. Spent medals only on ending general: govrov, guderian, paton + 3 ur made gens. U can buy alternative if u find mission that u can't pass like Italian badogolio, ozava, carer...

Street fighting works only when gen stands in city. It can be defense, or he can attack enemies standin inside city, in both cases street fighting works. If gen attacks city of enemy and he is not standing in city, street fighting don't work.
Any skills may work at the same time. For example (it happens in later game when you have ECs), when you have street fighting, plain fighting, explosives and artillery barrage and your gen attacks enemy tower standing in city having less than 50% hp, his damage is affected by all four of these skills.
Regarding gens, quick guide is the following: check gen's name, if his name is Govorov, Guderian or Vatutin/Patton/Rommel (one of the last 3), than he's ok to hire. If not than he's waste of medals. In fact the best lineup are these 3 (they are mus have anyway) and 3 upgraded ECs (to be upgraded to maximum require a lot of farming). If you need very much someone else, Crear is not so bad and cheap, Badoglio is not so expensive and servers you quite a long time, also a bit easier way in early game and a bit harder later, but without wasting medals is to build art EC from the very beginning (read my topic named life with ECs). Regarding skills, the best skills are: plain fighting, explosives, artillery barrage/tide of iron, supply, blitzkrieg/street fighting (first for art, second for tank, infantry gen not needed at all).

For Schorner (keeping n mind hat he's an infary gen) it's only because sometimes it's not so easy to find mountains, where this ability works. For art and tank gens it's more harder because movement through mountains is slower, so quite often will be the situation, when you can reach enemy only finishing your move on plain not mountain.

Mountains aren't great for fighting (well, Europe is an exception because of the high amount of mountains and cities are pretty close to each other). It's preferable to avoid mountainous battles and grab the enemy's cities quickly as possible.
