Overview You posses 8 ships, you need to destroy 2 spanish navy generals and to capture 2 spanish harbours. A navy-hybrid is recommended.
Guide Put all of your generals on the ships, including non-navy generals.
Split your army in 2 groups, 3 of them, should go southwards, its advised to put 2 generals on those boats with the other one being the strong nelson as this is the harder front.
West front Surround the ships before attacking, this will greatly neglect the damage of the hostile ships. Outrange the small spanish boat. After that destroy them all, including non-targets.
Ignore the French ships and go straight to the harbour When attacking the harbour, make sure the coastal artillery can't hit your boats and wipe him out with all the boats remaining.
East front Stay fully to the east so the coastal artillery can't hit you, because of that, you can't surround the hostile ships, so it comes down to pure strenght, because you use 3 ships you should emerge victorious.
Note: if you got a strong navy general you can use 2 ships on the east front, remaining one additional ship for the west front.

Thanks to OP, I followed ^^ with a few modifications.
La Coruna Front:
Use the 3 ships with Collingwood for this front. Stay outta range of the coastal gun, fire at Huarte with one ship. The other two ships fire at the frigate NW of La Coruna.
After sinking the frigate, stay clear of the coastal gun range, kill Huarte, then clear out the harbour. Capture the harbour.
Bilbao Harbor Front:
Add generals to the other ships. Let the 3 Spanish ships led by Gravina come to you. Use the flanking method to increase damage.once the 3 Gravina ships are sunk, go to Cisneros. Take note to stay clear of the French ships' firing range. Same thing, flank & destroy.
Cleared this in 7 rounds. Have fun!

Hey i tried your strategy but the damn french fleet always engage.is there a way to navigate without them engaging ?

Hey i tried your strategy but the damn french fleet always engage.is there a way to navigate without them engaging ? I'd suggest that you need a very strong team to follow this strategy. When I did this one I kept my fleet together and just about managed two stars.

When I did this one I kept my fleet together and just about managed two stars. This looks like a blitz mission to me. I managed to kill huarte quick but my generals are very low when they get to cinceros. Ill try it as a blitz so maybe i get 5 stars if not ill do it with the whole fleet

I did it with 5 stars in 5 turns π the only change i made was puting mariah on the frigate next to Collingwood and set both of them sailing for huarte. The rest including kate i sent to attack cinceros and i was surprised that he left the port at turn 3 and attacked back so i surrounded him and destroyed him while the rest of the ships were attacking the port.

This stage is impossible if you have no navy generals...I tried it a couple of times and burned a bunch of medicits, all in vain..still failed every time.. I could have done it, if the bloody French fleet wouldn't engage...

Because when I said that I do not have navy generals, I meant that literally I have not a single one that is even close to navy..I have only Sophia, who has 1 star at navy..and 3 other generals who have 0 stars (still using them on the ships tough, for the extra hp and regend, but they help very little... I wasted more than 300 medals on medikits in this mission, all for nothing, I am so pissed, lol..and didn't find any navy general at the academy Maybe I will try with the items that you said, thank you! Also, which strategy did you use? Split army in two or go with everything west then go south with what survives? (I tried both and failed miserably)

I am just a few missions ahead and these items helped me a lot. It will be not that easy. I split, the West part is easy, you need 3 ships - the harbour is hard - but don't spend Medikit in the campaign - such a waste.

I just replay it with the tactics above and it worked fine in 9 Rounds without the Att+4 (But the 2 propellor I bought during SNS I used - big difference and cheap) I put Fatima with Collingwood to the west - and all others straight to the port - if on the next turn everyone hits you already got your first objective - and then all on the port - Keep the eye on nelson - use the snare drum - use the training to heal a bit

Finally did it...after days of trying, and so many medals wasted...I finally somehow managed to beat the level (even got 5 stars, lol) burned like 3 medikits (the middle healing ones) this time too, but at least I beat the level, barely.. Thanks for the advice, guys, I bought 2 propellors and one +4 ship attack item, which proved themselves crucial in this level and even the next one! I got very lucky, BTW, because I was in round 10, and the last objective was one spanish general (and of course to hold the ports), and said general was still alive when I ended my turn on round 10, but he was stupid enough to attack my boy Grouchy's ship who had on him the +4 attack item and the drum, so he killed himself, and since it basically was still round 10, I got my 5 stars Off topic, but the second mission after that (Hammer and Anvil) seems very hard and evil (again) one inf general wasted on a level 2 inf and one art general wasted on a level one rocket and also, you are not given any good units to put your generals on (only level one cr*ps)..God, I just hate it when it does that...don't give me 6-7 weak units...give me 4-5 good or at least decent ones, so I don't need to waste my generals...I hate to see my Ney on a level one cavalry unit... I better not use him at all, than to see him on some level one garbage, and watch him dealing 20-30 damage and dying after some hits..that just hurts
