Starting off, you will need a trade general, at least 3 stars, a strong Navy general, Kate with items is good, and generals with at least some naval strength. Even if they don't, use them for extra hp on your ships.
Right off the bat, take the port right next to you. It has a trading station so you can trade for food. That is where the trading general is needed. Now send everyone to Falsen in the south to capture his port. Make sure you do this after you have stockpiled some food
Now comes the hard part, you might want to recruit some extra ships if you have any money. Capturing Reval and the Swedish port is difficult. Not only will Dobeln harass the ship that's in the port, making it hard to keep control of, but the Russian naval generals are quite powerful. Throw everything you have at them and they should eventually go down. I got 4 stars on this one. Good luck.

Yeah trading comes in handy for me on a couple occasions in sun never sets campaign, also having that item (armored carrier) that makes land unit fight in water without penalty.

Sir Mountbatten , u mean with trade general is at least i have some general with 5 star trade? how if i dont? im not trying this mission yet but when i first saw this stage, it seems a lot more harder than your description haha. I do only have 1 Naval general which is Kate (normal stat) and 2 Cav General: Murat (have 1 star on navy) & Golitsyin (u know hes stat), Sophia (1 star navy) and the one who gave up Paris for Austrian, Prussian and Russian : Marmont (0 Navy star). All of my Gen almost up to rank 86 and all round on 5 Nobility except for Murat he almost reach 150 rank. My only usefull item for this mission is Snare Drum. So, my foolish question is do i have to buy a Naval General with a Navy trainer skill just for pass this mission? (i do have some medals even i save that for warhorse sadly )

For this mission and another coming up soon, I don't think its possible without a good business general. Unless ALL your generals have Leadership, but they don't. I recommend Jerome if you purely care about price or Arnold if you want 5* trade with Combat ability

You should train one of yours to 5* Business. AugustI has better capability than Jerome on the sea for Econ, since Ports give so littke that Econ Expert is almost nothing, but they cost a lot to upgrade so Architecture makes a big difference. Ahh my bad then Maybe after getting warhorse, ill try to train some...since u told they all trainer it sounds better than before. Do AugustI tier-1 or 2? EDIT: I just spin my refresh 3 time (DAMN) and he show up on tier-1.

I just want to add some move here. - Split your fleets into two: * Nelson and 1 battleship (fill your best naval gen) take port right next to u * Broock and the rest of ships (fill it with your rest gen) take down that swedish gen on left, after that upgrade the port then build a battleship (fill it with anyother gen left if u have) and wait there until cav and arty there die - Dont build any other ship, use the port (with the trading) just for switch gold -> food or metal -> gold -> food - March to Dobeln, get the port (ignore him) - Surround Ushakov, done
Some tips: - U maybe need 1 medikit *i used it for kate (i hate dobeln for this) - Deff the blinking port with the cheapest ship (i forgot the name) - Just calculate the food in/out and your stock too before build an extra ship

I realised how important the 5* trade general is in this scenario. He simply allows you to trade at no loss.
Spilt your forces into two as per OP ^^^.
Nelson & another ship will attack & conquer the Swedish port on your left. Stay clear of the coastal gun as much as possible. Make sure you have figurehead +2 def & bow chaser +4 att equipped whenever you go to a fight. Upgrade the port to III for more $, build a battleship & put your 5* trade general here. From here, your 5* general will wheel & deal. You got to keep a close eye on the food & standby enough resources to build another couple of battleship when your other force conquered the russian port on your right. Use this trade general to kill the lone French frigate. Battleship with your 5* general would be enough to kill it. Move the initial 2 ships you used to conquered the Swedish port up toward Turku, if you got tents, use them to heal. Take note that in the later rounds, the Swedish heavy cavalry & Gerard will try to steal your port if your battleship goes too far away. Park it at the Swedish port until the end of the mission. Do NOT move it away.
Brock & your other ships will proceed right to conquer the Russian port, stay clear of the coastal gun as well. Upgrade to III as well for more $ build another battleship here. Add a general here and then proceed up to Turku port. When both your forces move past Stockholm, Cronstedt will engage you, surround & destroy him. Take care of Nelson here, the Swedish frigate & privateer will rush Nelson. Pull Nelson to the rear and use him to outrange the smaller ships. If he is badly injured, move him to the Russian port to heal. If you lose Nelson, you will fail the mission. Watch out for the Russian heavy arty who will bombard you from time to time. If you are too heavily injured to withstand any bombing from the Russian heavy arty, move to the middle of the sea then use your tents.
As you approach Turku, Constedt & the other two Swedish ships should have been killed. Rotate your healthier ships to the front and the heavily damaged ones to the rear to heal with tents. Surround and destroy then conquered the port then move to Reval. Avoid the coastal gun. If you need to take it out, surround and destroy it. The key here is to flank your target from both sides. Sniping them from a distance isn't going to work here.
Chichagov will either help to defend Reval or attempt to steal your Russian port. If you are moving everything to attack Reval and you noticed that the Swedish might be attempting to steal Turku or the Russian port, use your 5* trade general to buy a cheap privateer to defend it. If possible, buy a battleship at Turku then move it to join the fight at Reval. At this point, all your ships would be nearly dead. Rotate your healthier ships to the front and heal at the back. Keep a lookout for Nelson here, he cannot die. Flank and destroy. Conquer Reval to win.
Did this in 12 rounds for a great victory with no medi kits used. Good luck and have fun! Thanks to OP for the early tips!
