You play as Britain while owning Marseille and Toulon. You need to destroy the enemy generals. The key is to wait.

Guide
Create a defenseline at Marseille by putting your melee units in front and your artillery units just behind that. The French will come to you, bomb them first to weaken them and finish them off with your melee units.
After you've killed Napoleon you can leave Marseille to quickly advance through France. Go straight towards the other general and finish him off.
