I used Leeb and Auchinleck. Advance land units to take the city Alexander is in than take the city and the port north west of it. Than advance straight towards Alexandria and its port. At around that point Montgomery will attack with reinforcements. Defeat him and capture Alexandria and its port. After that capture Cairo to complete the mission.
The navy you have should be used to clear the british navy.
For my builds I built 2 howitzers than switched to building submarines to destroy the british navy. Once it looked like I had enough submarines I built motorized infantry to counter Montgomery and his reinforcements. Mechanized infantry was than built to help captured Cairo quickly.
