This is from what I've seen and experienced during my journey in completing the campaigns and conquest and from the analysis of other fellow moderators and members of this forum. This analysis is purely hypothetical because there's no such existing gamemode that allows for 1v1 customized battles.
1. The disable battle (Rumor vs Blitzkreig)
Both are arguably the two best skills in the game because of their ability to disable enemy counterattack. Assume there is two generals with same health and attack/defence attributes, one with max rumor (75% low morale) and one with max blitzkreig/raider with medal (90% no retaliation). The rumor general will suffer at first 2-3 rounds but will prevail in later 3-5 rounds when rumor disables his opponent completely. Rumor are known to stack so if rumor get triggered frequently, the opponent might be disabled until it dies.
Verdict: Rumor wins.
2. The attack-defense battle (Armoured Assault vs Crossfire)
Both are the best skill that offers consistent attack/counterattack. Both skill scale with percentage of their base attack. Max armoured assault with medal bring 48% increase in attack (30% lvl 5 plus 18% bonus) while crossfire with medal bring 60% increase in attack (30% lvl 5 plus 30% bonus).
Assume two tank generals, one with max assault and one with max crossfire. Because 60% is bigger than 48%...
Verdict: Crossfire wins.
3. The terrain vs tide battle (Plain fighting vs Tide of Iron)
Both max plain fighting and tide of iron with medal bring additional 30 damage to base attack. The only difference is plain fighting gets triggered in plains while tide of iron triggers at below 50% health.
Verdict:
A 1v1 battle have different outcome depending on situation.
i) If the plain general sits on plains on start, he will win because it is too late for the tide of iron general to activate the skill below half-health.
ii) If the plain general cannot find any plains. Then the skill is useless and the tide general will obviously win.
