For this scenario focus on building rocket artillery. Take the two cities south than Chicago. Than I had my generals who moved faster go capture the city in the south that can produce nukes while the rest of my units attack the city Arnold is in. Once the city with nuclear facilities is captured build atomic bombs from there and have generals help the attack on the city Arnold is in. Lastly advance troops to capture Washington. Its up to you if you want to drop the atomic bomb once the city HP of Washington is gone or before city HP is gone.
Theres not much to do with the navy, have them aid land force by lowering HP of city near the coast and taking ports for income.
