I completed the game, so here are my thoughts about final lineup. What are the generals necessary and who is not.
Here is my lineup and some comments. Everything is just imo!
To complete the game (campaigns + domination) You will need 3 tank generals, 2 artillery generals, 2 navy generals. So at least 7 generals.
Manstein. Best IAP and third best tank general (just because have no room for customizable skills)
Zhukov. IAP and second best artillery general, strong and fast, great skills
Eisenhower. IAP and surpisingly mediocre navy general. Any navy general with Rumor skill will be better option than him. Stay away from him. The only good thing - great air general. But air generals are not used in campaigns
Guderian. Best general in game. No commets. Superpowerful
Rokossovskiy. 4th best tank general. Used him as a third one before upgraded Rommel. Very useful in conquests
Yamashita. Best and most expensive infantry general in game. Medals waste. You need just one infantry general for invasions. Rundstedt is cheaper and sufficient for that purpose, so just stay away from Yamashita. And in case You use IAP Zhukov do not spend medals on infantry general at all
Donitz. Best navy general in game. Superpowerful. The only con is that he can't be used as an air general unlike almost all other good navy generals
Konev. Best artillery general in game. Is a must for every team
Yamamoto. Very good air/navy hybrid. However... just a medals waste - extremely expensive, so just take cheaper and same powerful alternative Nimitz
Rommel. Second best tank general. His Crossfire is awesome. Just give him Rumor and send him into the battle
Nagumo. 3rd best navy general. Can be used as an air general in conquests also
Dowding. "Special guest". Used him in conquests, domination and UN hard missions to boost money and technology income. Very useful for 1 star countries in conquests due to tech income and for every country to provide faster start with boosted money income
Messe. Best starting general in game. Purchased him just to give credits
Couple of words about skills.
1st best fighting skill is definetely leader skill.
2nd best fighting skill is assualt/accuracy.
Those two skills can be boosted dramatically with medals, so those are a must for Your top generals.
3rd best fighting skill is Explosive. Give it to You best tank general and he will destroy most city's fortifications with just one shot and will fire again after that. So it is possible to destroy both city fortifications and a unit inside just with one general giving two shots same turn.
Special word about Rumor skill. As I think it is not possible to complete UN hard mode campaign(3 stars) without Rumor with at least 3 Your land generals.
I gave it to Guderian, Konev and Rommel.
Few words about the rank of the generals.
It is not an issue for WW2 campaigns and WTO/NATO campaigns.
But I had to upgrade it almost to max for my best 6 generals. Konev and Rommel received last two ranks before completing 2 last UN hard mode missions.
UN campaign require extremely good surbivability for all Your generals.
