Now I am genuinely confused, is this guy good or not? As he is the best of all the generals with tactics master (ability to attack twice). That combined with tunnel can make him quite devastating against cities. I imagine him being quite powerful with support from Masséna or Karl. Can someone give their opinion on him as he is a very confusing general to rate, cuz to me he seems better than Wellesley at the start. He is quite cheap too.

This guy is great especially in the Roman Unification campaigns with aura generals.

Back to this guy, I just noticed but in his case, even ambush is a very good skill, especially when you have to attack twice, as attacking twice can be quite harmful to the health bar. This somewhat protects him actually, which is something i neglected earlier. Although, Moreau and Robert, other tactics master generals, also have this skill. Garibaldi is a good example of a general where his every skill is useful.

But he is still the best infantry general with tactics master as he has a terrain bonus unlike Soult, and many good skills.
