I prefer Ferdinand the VII. On a side note, that's about the limit to which a green general can get (same thing for Ludwig)... not that bad as you might think, but nothing worth mentioning.
About Berthier... just bad. Way too defensive skills. Jungle is the only good one. Alert is pretty much useful only for navy, and I'd rather have Counterattack on Cavalry which can actually take hits.
Besides Soult, there is no other alright blue infantry general. Also, why would you get someone so weak when there 20 gold and purple generals... why?

Meh stats and overpriced, his only good skill is Jungle Fighting which saves him from a 1-star rating. 2-stars, bad but not useless, still bad.
