Navy gens are optional, but I'd say Nelson is the best one. Navy gens only really help if playing as a large naval power like UK or Spain.

But I donโt think that skill is worth paying one and a half thousand medals for. And new players will most likely be getting victoria first as she unlocks after the third mission in the game and is really cheap to get |

Plus, you can get her really early. |

But just get Victoria she's basically the same for like 1500 medals less.

Doesn't hit as hard as nelson, but can take hits like a woman in an abusive relationship( bad analogy, but you get the point). |
