His skill and stats are all crap. How is this guy 700+ medals? Is he even worth gold? Victoria, Sakurako, and Hood are all way better and only cost a bit more medals than him. Also you really don't need navy that much. 1 or 2 for Crimean Challenges and the other navy missions can be done without nav gens. In conquest navy can't do you too much when it comes to taking cities. Just chip at them. They only are good at cracking the cities. 1 star
