Falsen but not free. Falsen himself isn’t good, but the fact that he is free makes him a 3-star. Now he isn’t free which downgrades his rating to 2 stars.

He got a massive nerf from EW4. Not that he was that good in that game either.
I also wish that Sidney Smith was better in this game. He was one of the best admirals in EW4, and also completely rekt Napoleon in a lot of ways IRL.
