Second to last Eastern Overlord campaign mission.
Generals used: The 4 free ones plus Kutuzov and Bolivar.
On turn 1 you have to do a good bit of micro.
First, demolish the stable and build a factory in its place. Second, upgrade your city to level 5. Third, use the military tactic Promotion on your rocket artillery. Fourth, build a Ship of the Line and put Falsen on it. Fifth, research Forced March in the academy. Very useful. Sixth, build Elite Infantry for Bolivar.
I'll provide a picture in my next post of how your position should look after all of this. Make sure you build rocket artillery on round 2 for Jourdan.
Advance along the coast, using your navy to kill the enemy ships and making sure you kill enemy artillery units. After capturing the first city, you'll get a wave of enemy units. Leave Wittgenstein behind with Bolivar to kill them. You can spam pretty good in this mission once you take Istanbul, which is what your Rocket artillery will be doing.
After taking Istanbul, advance past the fortress and take the next objective. Don't bother wasting time destroying it, it doesn't hurt too much. Your artillery should have full health at this point so don't be scared to put them in range for the sake of attacking the city. Now after you take that objective, advance towards the last one while ignoring the cities on either side. No time for that.
The Ottoman general in the West will be attacking your ally the entire mission but generally he will have trouble gaining ground. I killed him and his units with militia so he's harmless.

Round 1 adjustments. This is why Forced March is the best tactic. Speaking of tactics, you start out with 1 of each. Don't hesitate to use them, especially blast and plague.

When I do this I find my infantry losing to much hp to do anything as their are always forts attacking or ships as my navy doesn't make to much of a difference. Subsequently my artillery then dies before I can capture the 5 level city

Yeah, and he doesn't die but my land units advance faster than my navy can destroy ships.

I'm not sure what the issue is. If you can try again and post some pics of your attempt, I can try and help some more. Make sure you do the miscellaneous stuff such as upgrading the starting city and building a factory on round 1.

I did as advised only I don't have kutuzov. I just built the factory without destroying the stable so I could create a unit for pageant. I forgot the elite light infantry for Bolivar who I do have go I did this on round 2. I added Clinton to artillery to give it a slight boost, as I lack a 2nd artillery genera. My units were relitivly high on hp. When i went to atack the v city, most of my infantry and all of my cavalry had been destroyed. I'm looking forward to the cavalry buff coming soon. The enemy manages to recapture my city at some point and my artillery is left vulnerable. Most of my strong units are eliminated. I span infantry and eventually manage to capture the city. But at this point it's round 15. It's another 8 rounds before I surond the city, and I win at round 26. I feel like a strong artillery general is what I need, but I only have about 780 medals.

Maybe the artillery general is indeed what you need. Jourdan by himself isn't too good. My rocket artillery hits for upwards of 100 damage when it has Kutuzov commanding it, it's a huge difference maker. It looks like you are getting mobbed, if you need to take a few turns to defend after taking the first city then that is viable. Also I see that Bolivar is attacking the level 5 city. Don't bother, he does no damage to cities because he's on elite infantry. He's much more useful for defending.
I too await the cavalry update. Still sitting on almost 3,000 medals to see if Davout will be worth it or if Washington is the better choice.
