I completed this with 1* with the 4 free gens.
Following this initial set-up:
IMO, not matter what you do, you & your city are bait for the French gens nearby. Losing your city is also NOT an option, so you have no choice but to defend against the French onslaught.
Tip #1: Do NOT spam cav, you have very little income & very little starting resources to sustain a spam. It's best you just spam militia & pray the French do not attack Jourdan or whoever you use as arty gen.
Tip #2: Either take the central city or ensure your allies can take it. If you want to finish this campaign mission fast, you need to gun down that city. Plus, it probably causes the French to concentrate on your allies & decrease the French unit spam.
I built a large fort to lure the cav gen away, but it WILL take heavy dmg as it is being constructed. You may opt to build 2 normal forts if you want, but 1 large fort is more than enough, IMO.
When you see an opening, assist your allies in defeating the last of the enemy & capturing the last city. Mortier will automatically attack you so you don't have to hunt him down.
