I have tried over and over to conquer Gran Columbia as Brazil in the 1815 AD conquest, but they seem to be to spam out artillery and Cavalry faster than I can kill them. Does the Ali get a bonus to resources and generals? What am I missing here?

Does the Ali get a bonus to resources and generals? What am I missing here? Well, obviously AI has a more significant amount of resources than a player. All what you have to do is, so to speak, methodically strangle your opponent. Don't disperse your forces. You have one great advantage right from the start over Colombia - namely the number of deployed generals. So don't spoil this advantage by trying to capture all cities at once. You have to do right the opposite: move all your generals together from one city to the next and soon enough AI will run out of cities to spam new units.

Gran Colombia also has isolated cities and frontline cities far from their forces in the rear.
Try to swiftly besiege and capture such cities to weaken the economy of Gran Colombia.
