I'm late to the party, but Romania 1939 is the easiest 2 star conquest. In under 20 turns, you can take Donetsk and Stalingrad, from which you can spam howitzers and medium tanks from them. In doing so, one can take the other Soviet cities near the Caspian sea, from which you can spam light tanks and field artillery. Assuming you've been spamming enough, you can try to overrun India. After New Delhi is taken, it should be smooth sailing. Redid the Conquest and this time it went much smoother. I spammed Howitzers which helped defeat enemy generals and take cities over quickly. I chose to ignore the UK, which in the end was a good idea because I arrived in time to prevent the Allies from defeating or weakening Japan. As a result, this was my first Axis Conquest where the US wasn’t the last enemy I had to defeat. Shortly after the US capitulated, the Axis overwhelmed the UK and captured all of their cities, ending the Conquest with a victory. I will repeat the same strategy every time I play as Romania again. Bet this works with Finland, too.  This strategy earned me a S-rank. It's easier to just wait for the UK to be overrun in the end, but sometimes the AI is so dumb that they don't even manage to land sometimes. I prefer to try and help out Germany, but sometimes it's easier to just let them succeed on their own. |

It’s better to not help Germany because you need Japan to help deal with the Asia-Pacific countries. If you help Germany to invade the UK, by the time you arrive to help Japan it will be likely weakened or even occupied. The UK will never invade Europe by land, they will just harass the coastal defenses using their naval power. But all they do is harass, they never send a ground force. As their colonies get taken, their economy becomes weaker. As the Allies get defeated, the Axis countries will be able to focus on the UK which will eventually result in the British getting overwhelmed and be attacked by an invincible land invasion, since the Axis send more units than the ships the UK can build. If you occupy Canada, you can send Missiles to weaken the British cities and help the Axis occupy the kingdom faster. |

Almost done now. Just Americas and Oceania left and mopping up I’m Asia. On turn 33 and income is 2000 gold per turn. Deployed every gen except Nimitz.
