After the CDCDFFFF part you will see some coordinates, these are flag's coordinates so to add one just copy, paste and change coordinates for your new flag. Then you have to add 1 to flag count (address is 4c)

On your screenshot at line 13365, there is "D0 01 00 00"
This is a flag coordinates so copy this and paste it after and then change D0 01 to the coordinates of the flags (flags are displayed at the same coordinates than the cities one) Example if I want a flag of Germany on Berlin I will put 74 06 instead of D0 01 and then do +1 at flag count (address=4c)
