1) World conqueror 3/4; 2) Big map; 3) Limited troops (like in EC6); 4) You can make new units only in your initial cities (or historical if its France in 1943); 5) Every country has key-cities. The capital and other 2-4 major cities, when if all of them would be conquered, the country will capitulate. 6) The infantry is very cheap to employ but they reduce the limit of employed troops more than any other (You have an option: create a bit of cheap infantry or create more tanks but they are much more expensive). 7) The paratroopers are very-very expensive.
//other If you took the hostile city and kept it under your control for 30 turns, then you become able to make new units in it. The map will not have a big number of troops at all. So no spamming of units on the map will be possible. As far as the map will not have a lot of units - your waiting of the computer's turns on the big map will be quick.
As i beleive, with these points the game will demand much more tactical and strategic planning. And it will be much more realistic.

And it will be much more realistic. to make it realistic i suggest once a city is taken all enemy units still in the city become yours to use / your allies. If its too buffed then it can only happen once you defeat the country, so when you take all the country's ports and cities the units dont disappear, instead they become yours to use(even the generals), or act like your allies and move independently(AI controlled)
