1st question:
Ok so where are the cities in hex maps I'm editing conquest 1 or conquest1.btl
Are they near the country ID or lower

2nd question:
Are the random 01 02 and 03 are these units or hex codes in the conquest

3rd and last question:
Are 00 and ff place holders
