Where can I directly edit the 1939 conquest like add troops or change city owners ?

To change the owner of a province, you need the coordinates of the city, (for example 7406 for Berlin) and then you have to go to 0606, to check the address of the first 06, and then do "the address -142" and then with this value calculate this ; (the first value + city's coordinates reversed (7406->674 or 0674) go to this value and change the number to the country order of the country you want to own the city

Ok so just go at the top of your file and search 0606 and should find a lot of "FF FF" and then a 0606
