Comparing them all,
Napoleonic Code (Dearborn; 90 gold) is the best. It gives a 200% percentage multiplier. It costs around 508 medals with a 5 star buisness general, 635 without,
Economic Master (Fatimah) is next. It gives a 180% percentage multiplier. It is found on fatimah who you get for free, otherwise Joseph Bonaparte is the only exception.
Encyclopedia (Dearborn; 67 gold) is actually better than Economic Expert. It gives a 149% percentage modifier and only costs 308 with a five star buisiness general, 385 without.
Economics Expert (Alexander I) is the worst. It only yields a 140% increased income. The cheapest general it is found at is Jerome but the most popular being Bernadotte.
Just wanted to analyze all of the items. Ironically, there is a small but noticeable difference of between 10% in the quality of the items and the respective general skill.
