Has anyone tried using napoleon code with a general with economic master and just camped London(highest income per turn) because o think the result would be interesting

You do not need economy general - the economic bonus from skills and items do not stack, so you need only Napoleonic Code.
City level 6, standard gold/iron income: +45/+6
Economic Expert skill gives income +63/+8 (140% gold, 133% iron)
Economic Master skill gives income +81/+10 (180% gold, 167% iron)
Encyclopedia item gives income +67/+9 (150% gold, 150% iron)
Napoleonic Code gives income +90/+12 (200% gold, 200% iron)
