I did some testing for skills. I used a base Eye Covered General (ECG) and attacked a city using a heavy tank and also a reg tank (both from plains, 16 times each). Then I added a point of street fighting. I reset the game each time (so no health loss or other considerations).
The result is that street fighting does nothing, either to unit dmg or city dmg. The min/max values remained unchanged for either set (both heavy and regular). The average was actually higher without, but this is just due to random variance.
To see if it worked on defense, so I loaded alien 6 and put guderian on the heavy in the city, then patton. Although testing was obviously not as controlled: different target aliens (carrier vs saucer), different terrain, health loss... Patton had higher min, max, and average (73/87/78.73 for GUD and 78/90/83.5 for PATTON). In general if he got no boost from street fighting I would expect it to be much less. So street fighting does give a boost while defending a city, however I consider this to be a rather useless buff.
So i deleted this skill, then added a point of explosives, then a point of panzer leader, then a point of plain fighting.
Explosives increased min, max, and average dmg to city by 6 points w/ unit stationed there and 8 points without.
Panzer leader increased average damage by 1 and significantly increased number of "max" rolls (10 vs 2). More below.
Plain fighting increase damage to unit by 2 (fyi about 50% of dmg output hits unit) and 4 to city.

I tested 30 times with 2 tanks (Guderian and Manstein) for 60 samples vs a city unit. There was no retaliation 16 times (26.7%), right in line with tooltip.
Patton vs Guderian - I reran the test using the heavy tank 16 times for guderian and 16 times for patton. Min/Max/Avg - Guderian 41/48/46.69 unit (67/79/76.56 city) Patton 30/38/34.63 (69/82/76.75). Note I got crits for each so the max is confirmed. Basically reconfirming the uselessness of street fighting. Although even considering this, Patton vs Rommel is still debatable.
Panzer/Artillery Leader:
I loaded a new game and did some testing. I did 80 tests with a regular tank (no tech upgrades: dmg 16-36) vs a city and a unit in plains. I did this for a base ECG and a ECG with 4 pts Panzer Leader. With the skill I got 15/80 crits (18.75%) vs a city and 17/80 crits vs unit in plains (21.25). Combined this is 20%. (Note: as most of you know there is no critdmg modifier for a crit, it is just equal to a max roll)
VS the city the average dmg to the unit went up by .5 and to the city by 1 point. VS a unit in plains it went up by 2. This is exactly in line with the expected outcome assuming 20% crit chance (.2 * (critdmg - avgdamage)). In this case: .2*(44-34) = 2.
As most have said previously 2 dmg is not worth it compared to other skills.
