Lot of gens have this skill. Kutuzov and Davout for starters. Gates, the free gen has it as well. It's always referred to as a defensive skill, but not really. First of all, I think this skill is better in EW than in WC. Well, look, you know when you take a city and there's a lot of enemy units next to it? Yeah, that's why it's not a defensive skill. Second of all, you know when you take enemy facilities so they can't use them and/or your allies don't steal them? That's when it triggers again. So the skill isn't a full on defensive skill, and it's not bad.

Yeah it does count on facilities Davout on plain Davout on Stable
NOTE: in these images he was in Murat's lvl 6 aura (it's my Murat) in the after picture. But I did the same thing with Ney on the light cav, his attack goes from 89 to 100 so it does work in non city facilities!

I consider such skills as the Practically okay, but a theoretical disadvantage skill, since in practice, it would be good when going for cities, but most of the time general are in the fields or jungles and not in cities or facilities, and would only be there for about 1 turn when defending a city. It's a theoretical disadvantage since it could have been a better skill, like plain fighting . Slightly better than desert fighting in most cases. Couldn't hold a candle compared to plain fighting, and worse than jungle fighting, and slightly better than mountain fighting in some cases.

It's good when sacrificing a gen to hold a key facility like Bagration in Russia 1812.
Otherwise, it's just for show and PF generally being better.
