IMO dont buy generals from tier 1 and 2 and if you it must be leeb or dowding also you can buy Vatutin and american general which cost 2.2k(cant remember in this moment who. Dowding is a waste. Economic boosters are useless and Arnold is faster and has Rumor. The medals that you get from Dowdign's discount missions are enough to cover the 100 medal difference between Arnold and him. |

Arnold, but why not Kuznetsov, mannerheim, timoshenko  Timoshenko is a waste. You’re paying 1600 medals for a fast guy with Rumor. (That you have to add) But Arnold is also a fast guy with Rumor (That starts at Level 4) but one that can launch powerful missiles. He is only 2 stars slower than Timoshenko which doesn’t make a difference and he is 200 medals cheaper. |

Thus leaving dowding in your capital city ensures you get maximum benefit from his economic boosts, while arnold can follow the rest and launch air attacks in practically any available city |
