suleiman , interesting point, however to clarify why do you claim that crowd tatics goes best in konev? I draw from your argument that crowd tatics go best with frontline artillery generals. In that case why can't arnold be a good crowd tatics, in fact the best, for the job? Full rumour, more/same movement as konev, and you can put smth else on konev to maximise his damage output. With arnold supporting he can also wait for the generals around him to destroy the city, then he will swoop in and immediately fend off any close by enemy units using op air skills and his insane rumour. This seems like a better deal to me imo which I have already executed out haha

This skill goes best in konev because, artilleries have supportive roles. This is about strategy and synergy of your team but, to gain best output of a team; (an ideal team has 3 tanks, 2 artileries, 1 navy/air- depends on mission)
A. Artillery: soften the enemies with damage and rumor. They disable the enemy attacking back, so they are the first hitters. With encircling and rumor, team will lock up the enemy general without getting any damage.
B. Infantry: unfortunately they are junk in this game. They are only useful when capturing a city, encircling enemy general with movement or being meetshield. So most of the players dont use an inf general, konev is sufficient for daily inf invasions. Crowd tactics also very useful for inf dailly invasions , too.
C. Tanks: tanks rule this game. They are finisher, they have ability of attacking again after destroying enemy so we must maximise their output. Konev and leeb will soften enemy with damage and rumor, encircling, guderians hit with rumor must guarantee to lock up enemy general without getting any damage. Or after soften a city, guderian come with %40 attacking bonus against cities (explosives) first hit for destroying city, second hit for destroying cities unit. ( if city unit is a general, also guderian will hit two rumor) konev will boost all your tank generals, too. If they have higher attack, they have more chance to destroy enemy unit, so they wont ever get a counter damage.
4.Navy: they have supportive roles, too. There are so few missions which is completely in sea, they will soften enemies cities for tanks, too.
5.air: they are important in late game. (Especialy in UN missions) air general position in a recovered zone city. They are best for firing the last rounds recources with missiles and air attacks. Also, useful with economic skills.
Arnold is an end-game general for most of the players. I bought him as my 7th general. U may use arnold on a art. also may give him crowd tactic but; his personal output will be vey low, only would be useful for rumor-crowd tactics. After some rounds, u will want to use him in a city to use his air skills, but your team will move on to the other targets, so they cant benefit from crowd tactics. The best solution is first using him with team, after getting enough recources using him in a city imo. I personely find economic expert skills more useful on air generals for boosting economy.(more recources-more missiles-more air forces-more air star benefit)
Konev output will not be low, he have art leader and accuracy with medals. They are enough to give an hard bite to an enemy general.
As a conclusion; konev is better with crowd tactics imo because;
1.also using with inf invasions
2. He is always with main battle group, always boosting team.
3. He is hitting hard, his crowd tactics duty dont block his main battle abilities ( for arnold, cant use his air stars without a city)
I cant say that u cant use him with crowd tactics, u may use him as an art. General with rumor-crowd tactics, when his health low; using in a city to burn your recorces with air attacks. But he cant be more efficient than konev with crowd tactics imo.
