I'm stuck here as well. The difficult parts are:
1. The Central Powers ALWAYS overwhelm the Entente, which frees up troops for Austria-Hungary and the Ottoman to attack via Ukraine and Poland.
2. The Russians withdraw their most experienced to confront us, the Japanese, while their inexperienced troops confront the Austro-Hungarians in Poland and Ukraine.
3. The Russians resist us more stubbornly than the Central Powers. They spawn troops in Moscow while their salient in Poland collapses.
4. Our navy is too weak to resist the Ottoman navy for long. 1 ship alone to defend the entire shoreline is insufficient.

I've actually tried a bunch of different strategies.
1. Just fighting Russia like you'd think you were supposed to.
2. Moving all of my troops into the balkans.
3. Moving all of my troops across the Black sea towards the Ottoman Empire.
4. Defend until you can build up enough troops to take over the map.
None have worked so far due to all of the main problems.
