Survive as Norway,you cannot conquer anything (not even declaring war on Sweden)
*the Americas (Canada,US) must have been defeated
*The Commonwealth must have been defeated
*The Soviet Union must have been defeated
And the last allied standing must be you,if everyone in the Allies is defeated you win.
