ok, when you need to use a unit to defend a city with fire/radiation on it, placing the fire administration landmark will ensure that there will be neither fire nor radiation and your unit will not take damage from those. Useful if you are healing a general in the burning city as well. Resources like economy, technology and industrial expert can be used where you need more units(economy), more missiles(industrial) or more advanced units like heavy tanks and carriers(tech). They are best used with resource generals like Dowding in a city.

No worries, landmarks are really circumstance and context based, use them to your advantage and not just to spam them randomly
