Having a quick search and I think that nobody makes a topic about this yet. This topic includes both performance only and performance per price.
Most Nerfed: Golytsin both for performance only and even considering his price. In Euw4 99% he is the 2nd cav gen with Lan is the 1st one (1% choose Berthier), now he becomes a trash. His price maybe cheap, but remember that all the free gens are better than him, except for GOD Clinton. I'm not bother to look for any notable one left for this category.
Most Buffed: + Performance: I'm not good at this one, cause all my gens used in Euw4 mostly are consistent or nerfed. Having a look at Gen Analysis in Euw4, Karl maybe is the answer I need (performance only). Considering one of the worst generals IAP in euw4 (even Napoleon still better than him in euw4), he evolves to be the best Inf in the game or maybe the best non IAP. While Murat is good, he can be outshined by Blucher but Karl isn't by anyone. People can compare Massena to him, but most of us will have both. + Performance/price: Not sure of this one  Most Consistent: Because I think there are many consistent gens over euw4-euw6, I will limit myself for the ones can be in the final slots (but you don't need to) +Performance: Sophia. Smash, smash and smash the fort in both the two games and can kill units too. Maybe best non-aura art gen. Notable ones: Davout, Lan +Performance/price: Maybe Ney. Never play him either in euw4 or euw6, but seeing people discuss I think he is suitable. Notable ones: Lan, Sophia Feel free to opinion |

huykhoi2000, Unless proven wrong: Ney is the most consistent in price and strength, Dabrowski in strength, Most nerfed is Golitsyn and Most buffed is Napoleon and blucher. As for Princesses, Lan and Sophia are the most consistent, most nerfed is victoria and the french princess(forgot her name ), most buffed is harder to think of, but i'd say sakura and maria.

I didn’t include the generals you can’t purchase. But dobeln, oudinot, kocsuizko, and many others fell from grace in that regard. One important general I think you miss is Sulkowski in Euw4. He's nearly the best tier 2 cav and I use him as my main cav before Lan. But in euw6 he suffers the same fate as golytsin. Funny thing is I remembered him after I made the post. He is quite good in ew4, not so much in ew6. I also missed: gravina (meh to horrible), bagration is consistent, hood is consistent, and jackson is consistent |

It's funny that though Lannes is nerfed, I like him more in Euw6. Lannes is strong in euw4 as a hybrid and I'm not a fan of hybrid gen, also he cost emblems. In Euw6, he's more infantry focus with a cheap 50% discount price, which is very reasonable. I think Lannes euw6 is better price/performance than Lannes euw4. |

Lannes is an important part of my Infantry team (I started to play again a month or so ago). I find all his skills very useful especially in an Infantry oriented lineup. Moreover he is arguably one of the best generals when fighting against cavalry. Two bonuses plus Plain fighting plus 3 Commanders nearby... Atomic explosion |
