Right now I’m up to Cold War WTO-3 and NATO-4. I have about 700 medals and can earn 600 from conquest and can earn another 400 from doing hard missions in the pacific. My current generals are Messe, Konev, Guderian, and Nimitz. All of these are red banner and I’ve upgraded Konev with lvl3 arty leader, lvl 2 accuracy, lvl 2 rumor. I’ve upgraded Guderian with lvl3 panzer leader, blitzkrieg, armoires assault, lvl 1 explosives, and lvl 2 rumor. I’ve upgraded Nimitz with lvl 1 rumor and lvl 1 cover. Given this should I get save up for a new general(I was thinking Rommel), or should I upgrade my existing generals. If I should upgrade my generals what skills should I upgrade, or if I should upgrade stars, which should I upgrade(all of my stars on my generals are unupgraded)?

heinzketchup, stars are unnecessary until end game. Hmm have you got Rommel's full discount mission yet? If so, just buy and upgrade him. If not, upgrade guderian's rumor and other tank skills except explosives. Other general upgrades can come after rommel

Only buy new generals if you’re sure you won’t need to buy something else for a fairly long time. It’s a bad idea to buy Guderian if it’s going to take all of your medals and your other generals need upgrading.

If you are having trouble try getting Leeb. The ideal choice now is to get rommel after his 40% mission but seems like you need to start upgrading konev and guderian's base skills and rumor. Priority is damage boosting skills like accuracy, armored assault and rumor |
