So navy is now an upgrade you give to a land unit. For example, you spawn infantry and then put them in a port to upgrade their transport to one of two ships. The Corvus-warship is meant for fighting ships, the other two (trireme and quinquereme) for sieging towns.
Cleopatra is easy to get as you can buy her after ~6 missions in the campaign, and her abilities seem pretty good both for navy and for archers, i find her doing 80+ on both land and sea stock.
I would recommend her as a first general because she will always be useful as the only navy aura in the game, making her always have a niche on levels that require sea fighing (conquests, the first expedition, and some campaign levels)

She's too blonde Well, she is a descendent of Ptolemy. He was a Macedonian after all you could start a war by saying that if your mean north macedonia btw in that time people with blond hair were rare in the Balkan, I think they're still pretty rare but I'm 100% Sure

Macedonians were neither Slavs nor Greeks. Their traces in history were faded away. It is territory that matter today not history For ancient Greeks Macedonians in general and Alexander in particular were barbarians. Their language was unintelligible (Alexander used it when didn't want Greeks to understand him), their burial customs were different and their political institutions were different.

She wasn't described as the most beautiful queen, rather her charm, wit and intellect(possibly sexual energy too) was what made her Cleopatra. During Dark ages Balkans were a crossroad of different tribes. Macedonians never were numerous people and after several defeats to Rome this territory became just one of Roman provinces with usual consequences - Roman settlers, different traders and so on. When Slavonic tribes settled there nothing was left of Macedonia or Macedonians. But Macedonians were not Greeks either.

I bought caesar recently (I couldn’t resist). Is there any way to 1) improve his movement, and 2) heal him after I placed him down, he is quite powerful, but he gets rekt really quickly.

No I don't think there are items for but I think that you can build a hospital in one of the smaller cities, if he has march you can upgrade that fore more movement Edit maybe you can improve his health by recruiting a new unit for him
