Jk losing cities is definitely a strong issue in conquest. Arminius is ideal for those very hard fights in campaigns against powerful generals. I would give arminius laurel crown from hannibal and let him go to work.

Here's a neat trick you can do in conquests: if you know you're gonna lose a city no matter what you do, just demolish all your city structures around the city. This way, even if you're enemy is able to take it, you can easily recapture it back, and if they invest resources to rebuild cities, then less resources on other areas, which you can exploit. I don't enjoy using gens for defending cities, but one exception is on Augustus' time. When playing against Octavian, capture Rome, then protect it until Octavian cannot send anymore legionaries. Without legionaries, spam your own army of heavy cavalry+heavy infantry, and start steamrolling.
