I'm doing a conquest and I find myself giving a large amount of my resources to the scordisci. Will they ever join the war? Do the payments even matter?

Only prevent they enter in the war from a certain numbers of turns. They will enter against you early or later...

I had a game where I refused most of the payments and they supposedly became hostile. They took some territories from allies, then stopped being aggressive. By the time my units got to them they were not considered hostile, I could not attack their units or the city's they took from my allies. I read somewhere else that someone had a similar experience. I had a game recently where I did pay them most of the time and it said they joined me. So I do think the payments matter, just not sure wtf happened the time they became hostile to me, game probably bugged out.

Lucius Vorenus,I think the behaviour of the neutral countries is very strange. I paid the western African country to join on my side, it captured a territory, lost it then becaume neutral again.

Well this is true, but paying them is a great strategy if you find that you cannot penetrate with Romans army. I used this when I first start conquests and it worked 😂

They serve as de facto mercenaries; If you pay them enough they will join, but not after a good amount of money, and even then for a short periods of time (10 turns maybe? 7?). If you refuse to pay then they will work for the other side (assumed they are given money by them.), but the same will happen to them as to you, they will simply stop fighting after a certain number of turns. It can be beneficial, but you need to understand how they work first before weighing how you feel on them. They also will come in and out of neutrality based on how much you ignore them (enemy) or pay them (ally). I assume if you do both equally-ish you can keep them neutral indefinitely.

Also the one in the first conquest is also a mercenary style ally, but the two in caesar’s time will be permanent. The difference I saw was that caesars time used a fixed money amount, maybe that will show which is which in future conquests?

Another thing I noticed is that the punic wars conquest potential ally (the one in Africa) needs just one deal and they will slowly join. No further deals need to happen for them to join that first time.

It is problematic. All I’m saying is that for those guys you want to get them asap if you want them at all. But for the allies in caesars time it is probably nore beneficial to get them later on. That is, if you want any of them as your allies

That is, if you want any of them as your allies I'd actually say that you need the neutrals ASAP in Caesar's time, since they can really change the tide of battle early on. They also have a fixed cost, meaning that their prices won't change even if the number of cities you capture increase.
