I need to start developing my commander and to do so I need to know the best skills to put on him. I'm probably going to make him an Infantry or Archer general, so those unit skills would be better to know.

For an archer general "Commander" skill is a must (very likely for an Infantry general as well). For an Infantry general I would consider at least one defensive skill like "counterattack" or "shield wall" (triggers pretty often). It would be also good to increase your general's mobility. He will attack swiftly and retreat when necessary without being butchered.

If you have a counterattack, does it really counter the attack of the archers? Or not. Correct me if I’m wrong 🤔

It would be raining of ARROWS 😂

It would be raining of ARROWS 😂 Therefore I would recommend Shield wall for Infantry generals, it is a very effective skill, and it works in attack as well as in defence.

I have Pompey and My free commandeer having those skills 😁

Truly one of the best skills in the game. Has a relatively high chance to trigger as well

Has a relatively high chance to trigger as well I would rather say exceptionally high in comparison to many other skills.
