They are quite different to say who is better precisely... Drusus is a unique Archer general because his talent is unique. But Octavian has his trumps as well. First and foremost - bonus against cavalry and second attack probability. If I am not mistaken you already have Cleo. And she has the same combination of these two skills. So, you probably have better evaluation of the potential power of Octavian than most of the players. Drusus is a very stable general. No confusion, no moral drops, consistently high output... Octavian and other archers are more difficult to manage.

Drusus have consistent damaga, high morale and a good rate of crit (with crossbow and advantage lvl 4, 35% rate of crit), but if you have luck, octavian can be better (plus damage against cavalry,25% rate of crit with crossbow and if you level up archer commander you have 20% rate of attack twice, cleopatra is more cheap and she is the best navy commander, and she have archer commander. Octavian > Cleopatra in archer units (with luck), but cleopatra have navy ability and can be more flexible.

And you can always orate. ...Tough choice☺ Well, on a positive side, we need at least 8 generals anyway. All 3 elite non-IAP archers - Mithridates, Drusus and Octavian are worthy candidates. So, choosing one of them now definitely doesn't prevent you from buying another later... I would choose Drusus first, because Cleopatra can substitute Octavian for a while.

Besides, Oration and Golden rings are far below the talent of Drusus. When you are attacked the chance is high that enemies will damage your moral, so, all effects will disappear...
Drusus doesn't care about anything.
Caesar was killed - Drusus does not care...
We lost an important city - Drusus doesn't care.
They attack Drusus from all sides - Drusus doesn't care.
I have both Mithridates and Drusus, and I think that Drusus' average output is higher than that of Mithridates, even though I give far less numerous legions to him.

You convinced me, Mithriades and Drusts will be wingman and Cleopatra Will be on the bench as a first substitute☺ I won't trade her for Octavian because maybe there will be much more navy in the future... For example final battle between Octavian and Anthony☺

I was in his sect and almost completed the campaings perfectly with ,Academy'generals (last 2 missions with only 2 stars) and then i betrayed him and bought Hannibal, owner of the biggest ba**s in ancient period alonside Alexander the great☺

Well, OK Realistically speaking, we can actually learn by simply using the power of our rational minds, but our emotions and drives as human beings are too strong, so pain is somewhat a necessity. Sorry for my ramblings
