Uograding the ion cannon or the ecs is what made me restart a bunch of times. I would say wait till you have 6 strong generals than do it. Even then, I would get patton for aliens (last purchase) and a usable cold war tanker like timoshenko or rommel. So maybe wait till you have like 8 generals for significant ion cannon and ec upgrades.
