I currently have these generals: Commander (max infantry) Huo Trebonious Pompey Pacorus I Mithridates VI Cleopatra.
Basically, two for each kind of unit (and one navy), with one of these better than the other. Should I spend medals making my generals more powerful by buying skills, upgrading rank etc or buy more generals? The ones I have now feel good enough and I've completed every campaign mission out apart from the final alternate one. I could even spend medals on coins should it be best.

I'd just max them out , man ! Buy a golden spear and make Huo counterattack and critic more !

Buy the medal items and upgrade some of your gens to Marshall rank. Your commander, Huo and Mithridates are good candidates

This is the part where we throw our heads back and laugh. Ready? Hahahahahahahaha Buy anthony or arminius. Probably anthony is better due to him being the god of conquest.

Buy anthony. Then proceed to make upgrades to marshal. You get a refund up to 95% for selling someone you upgraded the rank to, but you don’t get the scrolls you invested back. Once you have 8 generals is when you truly have enough

Do not let you distract by the fact that upgrading a general to marshal is really expensive and you gain just +5% of attack (it's almost 1k medal if you are heading to consul for another five percent).... a golden spear is almost equally expensive but gives you 24 damage and 15% crit , which is more economicallly convenient if you are greedy .

You need marshal rank to use golden spear. Marshal rank is also worth getting due to you being able to spawn a tier 4 in 4 consecutive rounds.
