Generals rating base on cost efficiency

Just made some calculations to compare the top Cav generals:
Antony: 628 for 1630 (~38%)
Arminius: 622 for 1175 ~52.9% (I give a price of 50 medals for his skill)
Huo: 611 for 1165 ~52.4%
Scipio: 548 for 1005 ~54%
Wei: 568 for 980 ~58%
And this guy I want to hire becoz of his talent: Dellius - 195 for approximately 240 (if his talent cost 100 medals) ~ 81%
The top Cavalry generals seems to not have so much different in cost efficiency, so I think their output depends on capability point and situations, scipio better at taking and defending cities, Arminius better at outfield attacking, Huo is good for defending against larger enemy (thiz risky), Antony is best at rushing and shocking weak points... But for raw output, I think Arminius is the best coz Cavalries also have a 60% chance to attack again after destroying 1 enemy legion point, and his Talent made him the best attacker, what do you use Cav for?
