I have Cav Commander, Pompey, Crassus, Drusus and Pacorus I.
The problem occurs when the enemy troop numbers surge and I usually get overwhelmed before I can defeat enough enemy troops.
Interestingly, I managed to clear all Roman campaigns until Battle of Modan as well as clear Roman Republic side in Civil War of Liberators.

I recompleted this mission upon seeing your request, and managed to finish this 3 star. I placed down all my generals on the first round, and bought governor tactics, then imperial guard (though I recommend doing this in.reverse order. At some point, I replaced the military camp with a quarry since you have no source of industry . I don't think you can lure the general from the city in your proximity, so I purged the units around the urban centre than attacked the general with all my units at once. After capturing the city, I upgraded it so I could replace my strong units. Defending the city should be easy and will be able to strengthen your army since you should have a lot of money at this point. You will be attacked for a while, and should move out of the city a bit to destroy enemies.
Around round 12 I sent my strongest units with generals north, to attack the enemies coming towards the two citys. At this point I spammed swordsmen and heavy cavalry for population, but eventually used them to attack near by troops. Eventually I beat the mission. I have to admit, I was quite lucky. My generals always had the chance to attack twice, and even 3 times on 2 occasions.
