I seem to be having problems with this one particular mission, any tips? Generals I have are a infantry focused commander, Scipio Africanus, and Mithrathdes

me too. I can still compete well in the beginning. but after the killing of the 4 key units, my troops including the Gen are weakened. and a spamming of units in the cities does not help much either.
either I need better items or must continue to expand in the senate!?!

To hold the northern city, build a facility facing the SW direction. Afterwards, station a healthy unit on the tile immediately NW of the city centre. This blocks the enemy from approaching easily from the front.
For Bologna, build a facility on the SW tile. Then, spam swordsman or auxiliary inf to defend against enemy troops. If possible, use the same strategy as the northern target city.
For the central target city, it's best to try to block with your elite troops due to their heavy armour being less vulnerable to piercing or slashing attacks.
Take the central southern city to earn extra income. Since the enemy are focused on rushing the target cities, this will be a relatively undisturbed source of income.
Don't be afraid to put your 2nd best archer gen on a slinger unit. It's better to have an archer that can effectively handle Anthony's elite troops anyways.

At this rate, NotRandom, you could've sold both Flamminius and Pinnes, farmed and hired Crassus instead who is far better. The point is to minimise taking dmg by isolating the enemy in the north, flanking them in the center and blocking them in the south. Use Fire to slowly drain their HP. If the central south city keeps getting reinforced by new troops and you don't have troops to spare, break off the attack to guard your cities. Disclaimer: I used elite gens of lvl 30+ (Pacorus, Vercingetorix and Huo) while Cleopatra and Agrippa are just about on par in lvl with the enemy gens. My tech development has also been maxed for both troops and economy.

I managed to kill their generals but then I get spammed into oblivion This is a naturally difficult mission. Upgrade your tech and gens (HP for the best and atk points for all) before returning, you'll be able to hold out better. Do NOT invest in more subpar gens! Finish all past campaigns on a perfect clear (all sub-conditions met) and work on Expedition and Conquest. You'll get Medals and items for skill upgrades.

Thanks for the advice. I sold my cheap generals and bought Antony. Now I can make it to round 14 or so. However for me the northeast city and Bologna still gets overrun eventually.

I can see the glimpse of hope now. However, during my last run, the center city was overwhelmed while the other two held. Do I need to continue to upgrade my senate?

so recently I encountered a couple of problems.
1st. Sometimes my ally took the center city, and they don't spam enough to hold it. When I try to recapture it, it will usually be at the cost of all my generals.
2nd. Enemy comes out of nowhere for Bologna and the northeast city, and by the time my general is usually dead, or half dead, which means going after them is suicide and I won't be able to kill them in time anyways.
3rd. Even if I kill the enemy generals I'm unable to stop the horde of enemies which usually resulted in one of the cities getting overran, and there's no way to retake them since I have to focus my economy entirely on spamming swordsman or light infantry to hold cities.

Don't bother with swordsman, they're too expensive. Use auxiliary inf and light inf instead. Target the weaker troops and avoid confronting the stronger elite troops as much as possible. This is one of the rare main story Campaigns in which your starting troops aren't of very high quality, forget about a 3* first clear if you've been doing so. Your gens' skills may need to be improved and the economic cost of spamming troops needs to be reduced by upgrading buildings in the Senate.

Thanks for the advice! I spammed light infantry instead of swordsman, and also upgraded the health of infantry. I finally finished this with a 2*

Because he's great general (I'm even satisfied with Tunnel in his skill set). You underrate March (you post this in a post), it doesn't push your power directly but potentially, capturing city easier, make pincer easier, reach target quicker...
