This z really a hard naval mission, thank god I have Cleo and realize that your damage when on big ships is better when on land. You’ll need your Port and Navy fully upgraded in The Senate.
First turn, go down just destroy one top enemy ship and you’ll get control of Agrippa + 2 units. Destroy every yellow ships and reinforcements show up, we split to attack two islands north of the map first.

At the fifth turn, more reinforcements come, after demolished the barrack of the north west island, leave agrippa and the light cavalry here, all others go down immediately to attack the level five city at south west. Watch out for enemy ships on the way, destroy them or they will go north to bully agrippa.
The seventh turn, Octav show up, he may go north to help my commander, or go down helping his army here, most of the time he’ll go north if my commander seems to be so weak against the enemy there. The level 5 city south west the map can be captured easier by sea, but you need to split the force to make sure the level 4 city captured on time. I tried several times and the luck came when I lost all generals except Pedius on Legionaries and Pompey on Heavy Inf with little HP - they took the level 5 city through the port there, and my ally Octav team took the level 4 city at turn 14.
Sorry I missput Pedius and Antony in the images. Pedius fight really well especially on big ships, he just burned down everything and made enemies ask ask ask
