Is there any way to recover a game account after changing devices?

You can make cloud save and than load. Sure, in case your old device is still working. If not, than no way.

I take this back, I was able to do it without my other device.

This means you have saved your game on your old device while it was working.

This means you have saved your game on your old device while it was working. So can I still reload my progress even after my game suddenly restarted? Without reloading the progress for other games (my WC4 progress got restarted, not my EW6 so I want to keep my current EW6 progress)?

Right, if you load WC4 data (from WC4 game), your EW6 and any other game is not affected.

I backed up my phone on my computer before my WC4 progress got deleted so...

Though if you have backed up everything, most likely you won't be able to restore single app. You just had to make cloud save before. If you did it, you can just make cloud load.
