Start conquering Caracas (first target), ignore the southern city, armies will never move. Then conquer the northern city so you can control the enemy reinforcements coming from the sea. Dont use up all your generals upfront: elite reinforcements will arrive on turn 6, save a cavalry and /or artillery for then.
there will be some heavy counterattacks when you try to seize the last two targets but you outnumber the enemy and should have an easy game
