Gone suggested that I'd do this on the Verhuell thread. So as to not derail that one any more, here's some examples of generals with impossible stats. You can upload some screenshots from other ET games because I know that it happens in WC4 too. Interestingly, most of these seem to come from 1812 conquest in EW6...
Is marquess but somehow has lv 5+1 CavCom and lv 5 edge
Count and Lv 5+1 Mountain Fighting, lv 4 assault, lv 4 ambush and the list just goes on.
Duke, lv. 5+1 Mountain fighting and lv 5 assault.
Count, and lv4 skills.
Hey it's the viscount dude! He's finally transcended beyond his limits!
Duke, lv5 station, lv 5 riding master
Duke, Lv 5 salvo and lv 5 garbage.
...wow
Count and lv 4 skills.
Viscount and lv 4 skills.
Duke and lv5+1 mountain fighting and lv 5 inspiration. I have absolutely no idea why ET does this, as a lot of the other predeployed generals follow their rules and only have a level above their title if they've got their respective medal for their skills. Still, pretty amusing stuff, particularily Scott.

In fact, a lot of generals in WC4 during missions have 5 skills, even if they aren’t gold-tiers. Here are some examples: Bock with 5 skills, despite the fact that he can only have 3. Alexander with 6 Artillery stars and 5 skills, both of which are impossible to occur with the purchasable Alexander.
