Never send a General in the sea if there are enemy admirals nearby. Even Verhuell can be quite damaging to your transport.

The 3 hints instantly reminded me of the Blitzkrieg and I just had to make sure that Achtung Panzer was written in 1937! Glad to see a puzzle that I actually knew
