Sorry to disappoint, but I cannot grant you a perfect clear. Scoring a victory in this blitzkrieg campaign is all I can deliver.
As part of Emperor Tiberius and Germanicus' invasions of Germania after Varus' defeat, you are to lead Roman troops against the Germanic tribes.
However, you are outnumbered and likely lack the power to score an outright win.
If you attack the Northern lvl 2/3 city while expanding southward, you will be overrun and wiped out.
If you do not activate the Colonia legions, you will face the full wrath of the Germans and be destroyed.
If you do not assist your emperor, his forces will be annihilated, followed by yours.
So how then, how do we achieve a victory under such conditions?

1) Send the southern 2 units to assist Tiberius while the other troops attack the city in front of you.
Tiberius' troops will capture the city in front of them and this will inevitably trigger an aggressive response from the Germanic tribes.
Assisting his troops ensure their swift success which weakens the enemy offensive.
2) Help Tiberius march on the 2nd city while you march towards the city to your west.
This ensures a coordinated strike on one tribe, pressuring the tribe on the entire front.
This also prevents over extension of your battle lines as opposed to striking the northern city of another tribe and drawing more enemies towards you.
The capture of the 2nd SE base seemingly induces the Colonia legion to attack the SW city.
This add more pressure to the tribe and ensures its total annihilation while drawing in more Roman troops.
3) Lead an attack from your base across the river while defending against enemy troops from the north.
Once you defeat the enemy gen on your front (not Tiberius') you will cause a morale drop in the enemy troops and/or morale increase in Roman troops.
Note: I'm not 100% sure that it's the sole defeat of the 3-city tribe's northern gen that triggers this event, but try to defeat all their gens just in case.
Letting the enemy troops attack you means forcing them to leave the safety of their walls to strike at your walls.
This is better for an understrength garrison to attack since defense is usually easier than offense.
4) Assist the Colonia troops while striking the northern city of the 3-city tribe.
This destroys the strongest tribe in your way and enables the capture of much needed bases for yourself and your allies to work from.
At the same time, Tiberius, with his largely intact forces and your support, will initiate an attack on the northern city which you ignored earlier.
5) Destroy the 2-city tribe on the field.
Self-explanatory. With your troops, the Colonia garrison and Tiberius' forces advancing on the tribe's entire front, it's demise is inevitable.
Watch out for reinforcements sent by Arminus! Though they will not overturn Roman advantage, they can inflict heavy losses if not defeated swiftly.
6) End the campaign.
Invade Arminus' tribe with all allied forces and destroy them.
IMO, this is the best time to quickly build up your economy.
Disband your troops, build markets and reap that 2* clear.
Note: The use of the 500 Denarii boost at the capture of the 1st city is up to you to decide.
You can use it to upgrade your cities or to spam troops based on the situation.
