I just got completed the Conquest of Gaul Expedition, and I unlocked the Uniform...
I read somewhere that Uniforms skills is applied to the Commander even though he is not wearing it... Is this true? I'm not really sure and I'm just beginning to play the game...

It is given to Your commander as passive ability. Iirc it is stated in the game's manual. |

And when you get more uniforms, all of the aura will be active regardless of which uniform you are wearing and what the talent description says.
